Overview

The Water Investment Division is looking to fill a non-regulatory position aimed at helping Vermont municipalities and communities to develop infrastructure priorities such as wastewater and stormwater treatment, non-point source pollution abatement, and natural resource protection, conservation, and restoration projects. Successful candidates will join a dynamic team of talented planners, engineers, and scientists, and will make a lasting difference to Vermont while working alongside committed and dedicated co-workers with a shared sense of mission. As a part of the Water Investment Division's (WID's) Design and Construction Engineering (DCE) Program, the incumbent will include some or all of the following:

• Assist with technical project management duties for $30M of American Rescue Plan Act (ARPA) funded projects the DCE Program manages. This includes:
• Coordinating with other DEC Programs or Divisions and other State Departments that are involved in or have oversight of ARPA funded projects.
• Assisting grantees with quarterly and annual Agency of Administration and US Treasury reporting requirements.
• Assisting with oversight of the construction of projects.
• Reviewing invoices submitted by grantees. Processing approved invoices in DEC's Grants Management System. Helping address grantee's questions or inconsistencies in their invoices.
• Coordinating with DEC technical and financial staff to ensure that APRA funded projects are carried out in accordance with State and Federal requirements.
• Supporting other projects managed by DCE that are co-funded with ARPA grants.
• Assisting the environmental review of projects overseen by the DCE Program including compliance with the National Environmental Protection Act, the Vermont State Historic Preservation Act, and the National Historic Preservation Act.
• Serving as the DCE Program's lead contact regarding computer software and programs.
• Inputting large and complex project data or information into databases or software.
• Advising entities outside DEC how to prepare and submit data or information thru online portals.
• Providing training to internal and external users regarding how to use software or computer programs.
• Assisting with the development of reports, policies, and procedures, including as the primary author.

Preference will be given to candidates with:

• Strong organizational skills;
• Experience with financial management software including Salesforce;
• Knowledge of water and wastewater infrastructure;
• Strong people skills and a team player attitude;
• Strong written and verbal communication skills; and
• Experience working with federally funded financial assistance programs

It is a Limited Service position, which is non-tenured and authorized for a specific period of time. Limited Service positions are established for specially funded projects or programs.

Environmental Factors

Duties are largely performed in an office setting; however, some field travel may be necessary for which private means of transportation must be available. Field work may involve exposure to chemicals, gases, hazardous liquid and solid waste, construction sites during all weather conditions and may involve traversing rough terrain and bodies of water. Some work outside of regular working hours, including attendance at public meetings, may be required. Strong differences of opinion may be encountered on a regular basis.

Minimum Qualifications

Master's degree or higher in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field.

OR

Bachelor's degree or higher in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field AND one (1) or more years of experience in a natural resources field.

OR

Four (4) years or more of experience in an engineering, environmental, social science, data science, or natural resources field.
